What is a Google review link?

Is it allowed to send customers this link?
Yes. Google explicitly encourages businesses to share their review link; the Business Profile dashboard has its own version of it. What is not allowed is paying for reviews or only sending the link to happy customers.
Does the link expire?
No. The link is built from your permanent Google Place ID, so it works until your business profile itself changes identity (for example after a merge or a move that creates a new profile).
Where should I use the QR code?
